摘　　要：建立健全基本医疗卫生服务体系是"人人享有基本医疗卫生服务"的前提与保障。本文通过分析总结潍坊市在基层卫生机构建设管理方面的经验,提出了整合资源发展基层卫生机构、调整结构建设达标服务体系、加强培训提升人员服务能力、制定惠民利民政策和提高卫生服务可得性的讨论与参考。Establishing and improving essential healthcare system is the the premise and guarantee of ＂every one enjoying the essential healthcare service＂.According to the analysis and summaries of the experience in administration of basic medical institutions in Weifang City,this paper attends to bring forward some policies and measures for references,which concluded integrated resources to develop basic medical institutions,adjusted structure for establishing attaining standards service system,reinforced training and enhance the people＇s service abilities,maked benefited people policies to improve the availability of healthcare service.
