甘肃省某县2006—2008年新型农村合作医疗受益情况探析

摘　　要：目的了解2006—2008年甘肃省某县新型农村合作医疗(简称新农合)门诊和住院补偿中农民的受益情况,为甘肃省新农合的进一步巩固与发展提供基础数据。方法用Excel建立数据库,分别选用门诊补偿的3项受益指标与住院补偿的4项受益指标,用TOPSIS法进行数据处理,综合评价农民3年来的受益情况。结果该县新农合住院补偿中农民受益情况逐年改善,以2008年为最佳。而门诊补偿中农民受益情况以2006年为最佳,2007年和2008年基本持平。结论该县应该尝试探索门诊统筹模式,改善门诊补偿的受益情况,让农民真正受益于新农合的实施。OBJECTIVE To understand the peasant＇ s benefits from hospital and outpatient compensation in New Rural Cooperate Medical Scheme（NCMS）,in order to provide basic data for the consolidation and development of NCMS in Gansu province.METHODS To establish database with Microsoft Excel,and choose three kinds of benefit index of outpatient compensation and four kinds of benefit index of hospital compensation.To analyze all those data with the method of TOPSIS and evaluate the benefit situation.RESULTS The benefit situation in Hospital Compensation of NCMS is increasingly improving from 2006 to 2008,and the benefit in 2008 is best.However,the benefit situation in outpatient compensation of NCMS is fluctuated,in which the result in 2006 is best,and the result in 2007 and 2008 is in the same place.CONCLUSIONS The county should try to explore the model of pooling funds of outpatient service to perfect the benefits from outpatient compensation,making the peasants benefiting from NCMS.
