摘　　要：提出了非可测物流的概念,并阐述了其内涵,分析了非可测物流的特征,针对其特点,从法制建设、政府组织、运行机制、预案与演练等方面提出了提高非可测物流保障能力的对策。The paper puts forward the conception of non-predictable logistics as well as related connotation.To enhance support ability of the non-predictable logistics,it is necessary to analyse its character and to advance some proposals in terms of laws and systems construction,government organization,operation mechanism,along with emergence plans and trainings.
