摘　　要：参与式治理是以各种形式吸纳普通公民参与公共事务决策过程为主要内容、以提高基层政府决策的合法性和政策执行的有效性为直接目的的一种重要的治理模式。参与式治理模式的构建需要大力推动乡镇政务公开;增强乡镇人大民意"整合—表达"功能;探索和完善乡镇议事协商的内容和形式;建立公民参与上下联动的乡镇政府绩效评估机制。Participatory governance is an important governance model that takes attracting citizens to participate in the decision-making process of public affairs through various forms as the main content and improving the legitimacy of basic govemrnent＇ s decision-making and the effectiveness of policy implementation as the direct purpose. To build the participatory governance model needs to promote the publicity of rural administration vigorously, to enhance the public opinion ＂integration-expression＂ function of rural people＇s congress, to explore and improve the content and form of negotiation, and to establish an evaluation mechanism of rural government performance.
