摘　　要：城乡差距的本质是城乡居民的"人"的发展机会与发展能力的差异;工业化过程中城乡经济社会"二元结构"的产生,既与农业产业的天然弱势地位有关,又与市场机制的"失灵"相关,更与一国的经济社会管理体制、制度相关;要尽快消除城乡"二元结构"现象,必须通过城乡一体化发展的机制、制度创新来实现。The essence of the urban-rural gap is the difference between the development opportunity and the development capacity for urban and rural residents.The emergence of the ＂dual structure＂ of the economic society in the process of industrialization is related to the natural weak position of agriculture,＂the disorder＂ of the market mechanism,as well as the management system and institution for the economic society of the nation.Therefore,to eliminate the ＂dual structure＂ phenomenon between urban and rural areas,we have to rely on the institutional innovation of the integration of urban and rural areas.
