摘 要:内销服从外销是20世纪50年代至60年代初中国政府处理内外销关系的方针政策。这一方针,是在50年代前期逐步确立,曾经历了"内销为主、外销为辅"的冲击,但很快得到了党中央的重新确认。到20世纪60年代初,中国政府致力于建立出口商品生产基地,但仍继续贯彻内销服从外销方针。内销服从外销,是党中央确定的方针政策,具有战略高度和全局性意义,也有稳定性和一贯性。它在实践中不断走向完善,是对外贸易部门争取货源的有力武器。客观地说,内销服从外销方针,是特殊历史条件下的产物。"Internal market demand giving way to external market demand" was a policy of the Chinese government in the period from the 1950s to the early 1960s in dealing with the relationship between the domestic and foreign market demand. This policy was established in the first half of the 1950s and was challenged for a time by the practice of "gearing the commodities mainly to domestic needs and taking external needs into consideration," but before long it was reiterated by the Party' s central authorities. By the early 1960s the Chinese government made great efforts to build bases for producing export commodities and continued to carry out the policy of internal market demand giving way to external market demand. This approach was of strategic and overall significance, stable and consistent, getting steadily improved in practice and serving as a powerful weapon for the foreign trade departments to have adequate merchandise resources. Objectively speaking, this policy was a product of specific historical conditions.
