摘 要:基于黄河河势"流性习散,河性习弯"的变化特性,提出了适应未来水沙条件的黄河下游游荡型河段治理方略:在现有河弯工程与改建的"束流节制工程"强力约束下,靠溜险工及控导工程与以生产堤为基础改造成的护滩防洪堤共同构成第一道防线,发挥控制流路,束流输沙及避免中常洪灾的作用,在完成标准化建设的大堤上有目的地修建防滚河工程后成为第二道防线,结合在大堤至控导工程及村庄至大堤的道路标准提高后形成的格堤,既可在发挥分滞洪作用的同时,有计划地淤滩治滩。此外,"河南运河"也可作为黄河下游河道长期治理的战略措施。Base on the inherent properties that the flows tend to disperse while the streams are apt to be meandering,the regulation strategies for the wandering reaches of the Lower Yellow River is proposed to adapt with the future hydrology process.Strongly bound by the river curve protection works and the rebuilt flow restriction works,the regulation works for protecting the flow-rush point,controlling and guiding the flow,along with modified son-dike construct the first defense line;the regulation works built to suppress the rolling river based on the standard dike are considered as the second defense line.Considering the regulation works for controlling and guiding the flow,the dike and the separate dike,the river beach surrounding by them can be utilized for flood detention and beach regulation.More over,the "Henan canal" is also considered as a long-term regulation strategy for the wandering reaches of the Lower Yellow River.
