英国学科特色型大学发展战略特征与政策建议

摘　　要：英国是英美大学制度的发源地,英国的大学制度对世界高等教育的形成与发展有着深刻的影响。英国高等教育的整体格局呈现学科特色型发展趋势;在大学战略定位中,普遍重视打造学科特色。对特色学科与学科特色型大学的形成机理与相互关系做了较深入的研究后,本文认为,特色学科是与大学学术传统、文化、战略、声誉、区位等并存的大学核心战略资源之一,是大学核心竞争力之所在。建议中国充分借鉴发达国家高等教育的经验,重点支持我国行业特色型大学向学科特色型大学转化,使这类大学成为学科特色突出的世界高水平大学。Britain is the birthplace of Anglo-American higher education system,which has a profound impact on the formation and development of the world higher education.The integral pattern of the higher education in the United Kingdom shows discipline-based development trends,which generally stresses building disciplinary features in the university strategic positioning.After in-depth study on the formation mechanism of characteristic disciplines and the discipline-based universities and the relationship between them,this paper concludes that characteristic discipline is one of the core strategic resources for universities,which coexists with the academic tradition,cultural traits,strategy,reputation and location.It is the core competitiveness for a university.As a result,it is suggested that China learn the experience from those developed countries,supporting the transformation from the industry-based universities into discipline-based universities in order to make them become discipline-featured world-level universities.
