摘　　要：2008年爆发的金融危机暴露了全球经济结构不合理、治理结构不健全、监管机制不到位等深层次问题。从本质上讲,全球经济失衡的根本原因是各国内部的结构性问题,加上缺乏一个有弹性可竞争的国际货币体系,从而造成了全球经济的总需求无法及时消化总供给,表现为全球贸易和资本失衡的同步进行。总需求能力的减弱与全球分配法则的演变规律有关,而引发总供给结构性失衡的一个重要因素是发达国家的跨国公司在发展中国家获取的高额利润。长远来讲,各国只有立足于解决自身的结构性问题,才能积极促进世界经济的再平衡。当前中国经济转型最重要的任务就是结构性调整,需要深入推进包括劳动力市场、土地市场和金融市场等在内的要素市场改革。同时,还需要启动经济社会领域中许多深层次的改革,从经济体制到政治体制的全方位的改革,在收入分配结构、国有企业垄断、民间资本进入等重大经济社会领域中加大改革力度,不断释放促进增长的制度潜力和改革动力,并以此为契机参与到世界经济的再平衡过程中去。Financial crisis revealed many essencial global problems of economy structure, government structure and monitoring mechanism. The essencial cause of global economy unbalance is the distor- tional structure of all countries, with the international monetary system lack of competition and ad- justment, it resulted that the global supply could not meet the global demand, both in global trade and capital market. The decreasing of total demand related to evolutional issue of global distributional law, and the structual disequilibrium of total supply related to the transnational corporations which got huge profit in the developing countries. As a result, only by solving the structural problems of all countries can help to rebalance the global economy. For China, the most urgent task in the transition- al process is structural adjustments, further reform of factor markets, including labor market.land market and financial market. We should also take many essencial reforms, from the economy system to political system, including income distribution system, monopoly power of state-owed companies. enterance of private companies, to release institution potential and new impetus to economic growth, contribute our efforts to rebalance the global economy.
