摘  要:《国家中长期教育改革和发展规划纲要(2010—2020年)》的颁布,明确了教育在国家可持续发展中的战略地位,也对教育提出了更高的要求——提高高等教育的整体质量被明确为全面提高高等教育质量的战略目标。高校为达到这个目标必须建设和拥有一支高质量、高水平的教师队伍。在实现从人口大国向人力资源强国的目标中,作为高校教师资源管理职能部门的人事处也需转变观念,从传统的人事工作管理向人力资源管理转变,引入人力资源管理的新理念、新方法从事教师资源管理的工作,以适应新形势的要求。The enactment of the "national medium and long-term educational reform and development program (2010- 2010)" states clearly the strategic position of education in China's sustainable development. It also brings out the higher requirements and goals for ed- ucation, that is, improving the entire quality of higher education is made clear to be the stra- tegic objective of all-round enhancing higher education quality in colleges and universities. In order to reach this goal, colleges and universities have to build and possess teaching faculty with high quality and high level. When realizing the aim of transforming the populous nation into a powerful one depending on talented personnel, the Personnel Department, as a func- tional management department of teaching faculty, also needs to update its concept, convert its traditional personnel work into human resource management and introduce new concept and methods to manage teacher resources and meet the requirements of new situation.
