城乡分治制度的若干表现及其内核

摘　　要：城乡分治的二元制度以城乡二元户籍制度、财政属地化管理制度、城乡分治的规划管理制度为核心制度,继而由核心制度演绎出来系列城乡二元制度体系,其中以地区划分的城乡二元核心制度的衍生制度有城乡二元建设管理体制、城乡分治的公共基础设施建设管理制度、城乡经济管理分治等制度,以人口划分的城乡二元制度的衍生制度有城乡分治的社会保障制度、城乡分治教育制度、城乡二元就业制度、城乡分治的住房制度。城乡二元核心制度及其衍生制度构成我国城乡二元制度体系。The divide and conquer dual institution in the urban and rural areas takes household register institution of dual institution in the urban and rural areas, financial territorial management institution, planning governance institution of divide and conquer dual institution as the core institutions, and then deduces series of dual institution system in the urban and rural areas from the core institutions, of which the deriving institutions divided by regions include construction and management institution, public infrastructure construction and management institution and economic management institution, the deriving institutions divided by populations include social security institution, education institution, employment institution and housing institution. The core institutions and deriving institutions constitute the dual institution system in the urban and rural areas of China.
