摘　　要：从流域水资源管理层面,对我国水法规体系建设及依法行政状况进行分析讨论,在肯定水法规体系建设、依法治水取得明显进步,促进了水利又好又快发展的同时,指出水法制建设存在的问题,并提出了对策。From the point of view of the basin water resources management, water laws and regulations system construction and the status of administration according to law in our country are discussed. Water laws and regulations system construction and regulates waterways legally make the obvious progress and promoted the development of water conservation both fast and well. The existing problems on the water legislative work are referred and corresponding countermeasure are given.
