摘　　要：论文在调研基础上针对区域图书馆联合体建设中存在的两个问题提出了相应的对策:一是提高规划的整体性,二是实现建设模式的多样性。论文还讨论了图书馆服务能力问题,提出应当理性控制数字图书馆建设速度,正确处理好纸质文献和数字文献的关系,重视特色建设。After investigation, this paper puts forward two countermeasures aiming at two problems which existed in the construction of regional library consortium. The first is to improve the globality of planning. The second is to realize the variety of the building mode. It also discusses the question of service ability of the library, points out that it is necessary to control the construction speed of digital library, handle the relation of paper quality literature and digital literature correctly, and pay attention to characteristic construction.
