摘　　要：认为随着我国经济和社会的发展,10年前颁布实施的《煤矿安全监察条例》在监管监察体制机制、履行监察执法职责的保障制度、对煤矿安全监察员的规定、煤矿建设项目安全设施"三同时"制度等方面存在些问题和不足,并据此提出了修订完善的建议。The author proposes that along with the rapid development of economy and society in China,there are some problems existing in the Coal Mine Safety Administration Regulation which was promulgated ten years ago,including the supervision and management mechanism,the guarantee system of supervision implementation,the provision for coal mine safety supervisors,and the three simultaneity system of safety facility of coal mine construction projects,etc.Suggestions for modification are provided on the basis of the analysis.
