村镇银行+乡镇卫生院模式研究:兼论小额信贷和农村贫穷妇女健康

摘　　要：我国乡镇卫生院就诊率低,连年亏损,设备落后,而我国农村贫困人口特别是贫困妇女的健康问题令人堪忧。文章聚焦农村贫困妇女和乡镇卫生院,一个是社会人口中的弱势群体,一个是我国医疗体系中的弱势群体,通过村镇银行的小额信贷将他们联合起来,并参考联合国在孟加拉开展的一个妇女健康项目,寻求以乡镇卫生院为中心,村镇银行的小额贷款网络辅助的妇女健康提升方案,也为乡镇卫生院的就诊率的提高提供一个思路。The low attendance rate of China＇s village hospitals leads to its consecutive losses,outdated facilities,while the rural poor,especially poor women＇s health is worrying.The paper focuses on poor rural women,which is a vulnerable social group in population,and village hospitals,which is a vulnerable group in health care system in China,and makes them together through micro-credit of village banks.Through taking references to the women＇s health project of United Nations in Bangladesh,we seek an upgrading program with the center of village hospitals and the aid of village bank＇s microcredit network to support women＇s health to provide a thought about improving attendance rate of village hospitals.
