摘　　要：规划的主要功能在于围绕目标搞好各种利益关系的综合协调。总体规划还要处理四方面的协调:一,经济与社会发展协调;二,发展与人口、资源、环境协调;三,不同类型区域协调;四,不同层次地域空间协调。健全规划协调机制需理顺各类规划机构间关系,建立相互协调的规划法规体系。The main function of planning is to deal with the coordination among various interest groups in order to achieve the planning goals.The comprehensive planning have to cope with the coordination in such four areas as:(1) coordination between economic and social development,(2) coordination among population,resources,environment,and development,(3) coordination among different types of regions,and(4) coordination among regions at different spatial levels.It is necessary to straighten out the relationship among planning bodies and establish integrated planning laws and regulations.
