中国地方政府经济职能转型的实证分析:以苏州市为例

摘　　要：地方政府经济职能的转型是世界各国面对现代化和市场经济的共同问题。由于资源、文化条件不同,在不同时期和不同地区,政府在经济发展中的作用以及政府经济职能转型的路径都不尽相同。本文以苏州市为研究案例,通过对这一地区上个世纪70年代末以来地方政府在经济发展中的作用进行实证分析,观察地方政府经济职能的转型过程,分析苏州地方政府经济职能新一次转型的必要性以及制约因素,在此基础上提出中国地方政府经济职能实现转型的路径和策略。The transformation of local government economic function is a common subject all the countries are facing in modernization and market economy.Owing to different resources and cultures,in different times and different areas,not only do governments play different roles in economic development,but also the ways of their economic function transformation differ from one another.The article presents a case study of the city of Suzhou,which,by analyzing the function that the local government in Suzhou has performed in economic development since the 1970s,investigates the transformation of local government economic function,explores both the necessity and the restrictive factors of a new local government economic function transformation in Suzhou,and accordingly provides ways and strategies of successful economic function transformation for Chinese local governments.
