和谐社会视角下服务型政府建设路径探析

摘　　要：建设服务型政府是社会转型时期政府改革的发展方向,是民族地区构建和谐社会的重要举措。当前,民族地区建设服务型政府必须进一步更新思想观念,把"以人为本"的服务理念落到实处,树立顾客至上、有限政府的职能理念;转变政府职能,解决好政府的"越位"、"错位"、"缺位"问题;做好全方位的制度规划,完善服务质量绩效考评等配套措施;创新政府运行机制,构建竞争、合作、申诉、责任追究的完整体系;提高公职人员素质,展示政府良好形象;改进政府服务方式,切实提高政府服务质量与水平。The construction of service government is trend of development in the era of social transfroantion and a major measure to build a harmonious society in minority areas.Currently,the service government in minority areas is required to renew the concept of administration,implement the idea of ＂people-oreinted＂ service and stick to the concept of customer first and limited government functions.It is of vital importance to make an overall planning,perfect intergrated measures,innovate mechanism,enhance the quality of public servant and display good images of government and finally increase the ability and quality of service.
