和谐社会视角下廉政政府建设路径探析

摘　　要：廉政政府建设,是社会主义民主政治建设的重要内容。廉政政府建设当以教育文化为基础,重视教育基础性作用治本性功能,采取有效举措加强廉政文化建设;要以体制创新为根本,力求在权力结构、人员选拔、经费预算、行政运行方面有所创新;应以制度健全为保证,注重细化制度并严格制度的执行;当以整治打击为手段,切实加强重点领域反腐倡廉专项治理并从严惩处腐败;还须以信息技术为平台,做到信息公开取信于民、电子政务服务于民、网络交流借重于民。Incorrupt government construction is an essential part of construction of the socialist democracy politics.To build incorrupt government,the foundation is education and culture which requires attention to the fundamental and permanent cure function of education and effective measures to strengthen the construction of incorrupt government culture;the key is system innovation which calls for an attempt to innovate power structure,personnel selection,the fund budget,administrative operation;the guarantee should be a sound regulation system which demands attention to the refinement and strict implementation of regulation;the approach is punishment which asks for strengthening the supervision and management in the key anti-corruption fields and severely punishing corruption;the platform is information technology which enables the openness of information,the wining of people′s trust,the service to people from e-government,assist from people in the network communication.
