摘　　要：编辑初审是高校学报三审制中的基础环节,也是保证学报质量的重要环节。初审编辑应遵循及时性、公正性、适度性和灵活性原则,运用结构分析法、参考文献核查法等方法对学术论文的适用性、政治性、创新性和规范性等方面进行审查,从而使编辑初审工作更加科学有效,初审质量进一步提升。Editor＇s first instance is the basic part of the three trial system of university journal,and an important part to ensure the quality.The first instance editors should follow the principles of timeliness,fairness,moderation and flexibility,use the methods of structural analysis,reference check and others to check the applicability,politics,innovation,and regulatory and other aspects so that the editor preliminary work become more scientific and effective and furtherly improve the quality of first instance.
