非传统安全视野下的云南桥头堡建设省思

摘　　要：从国家安全角度来看,云南建设面向西南开放桥头堡战略的提出,既是保护中国非传统安全的需要,也是国家意志的强烈表达。从战略发展的再认识来讲,云南建设中国面向西南开放桥头堡战略是融政治边防、经济边防、文化边防为一体的"以保护为先"、"以维稳为重"的沿边发展战略。搞好云南桥头堡建设发展战略需要做到"一通、二活、三开放",尤其是需要政府一手抓发展,一手抓安全,两手都要抓,两手都要硬。From the national security aspect, the strategy of construction for Bridgehead of All - Round Opened Southwest is not only the requirement for Chinese non -traditional security, and it is also the strong expression for the state＇ will. From the recognition of development, the strategy of construction for Bridgehead is the comprehensive development strategies which including border defense with three aspects from political, economy to culture, and stress the policy of self - defense and making peace. The strategy of construction for Bridgehead need realized through customs clearance, invigorate cross -border trade and then opening the markets. The government need concern the economy development and the national security both, and grasp both links at the same time and attach sufficient importance to both.
