摘　　要：本文分析了河北省水电资源有偿开发可行性和必要性,并结合其他省份水电有偿开发的经验,对河北省水电资源在有偿开发、有偿利用、使用权回收管理方面的理论进行了深入的探讨,以期为河北省水电有偿开发提供有益的借鉴和参考。This paper analyzes the feasibility and necessity of paid development of hydropower resources of Hebei Province, and deeply discusses hydropower resources of Hebei Province in the aspects of paid development, paid utilization and use right reclaiming management through combining with experience of other provinces in hydropower paid development, it is expected to provide beneficial lessons and reference for hydropower paid development in Hebei Province.
