水电建设项目“三通一平”工程环境问题浅析

摘　　要：近年来,水电工程"三通一平"中出现的环境问题、"未批先建"违法开工问题日益引起关注,而目前各方对于"三通一平"工程内容的界定仍存在分歧。本文通过引证查据界定水电工程的"三通一平"范畴,分析"三通一平"期间的环境影响,阐述当前"三通一平"的环境管理,分析该阶段存在的环境问题并初步提出对策建议方向。In recent years, environmental issues emerged in hydropower project ＂Three Supplies and One Leveling＂ and illegal starting problem of ＂Building Firstly Without Approval＇ obtained more and more attention gradually, and various parties still have not differences in the definition of ＂Three Supplies and One Leveling＂ project content. The paper defines the range of hydropower project ＂Three Supplies and One Leveling＂ through investigation, analyzes environment influence during hydropower project ＂Three Supplies and One Leveling＂ period, and describes environment management of current hydropower project ＂Three Supplies and One Leveling＂, analyzes environment problems in the stage, and primary proposes countermeasure suggestion direction.
