加拿大养老金制度的发展及其对中国的启示

摘　　要：加拿大养老金制度(CRIS)体系主要由三重保障组成,即加拿大养老金与老年金、老年金补贴、个人登记退休储蓄计划,加拿大的养老金制度对中国正在进行的养老金制度改革,提供了经验借鉴,本文结合加拿大CRIS的案例剖析和统计研究,从社会经济学的观点和逻辑链条出发,对开展社会养老保险的基本思路、基本原则、政府的角色和责任、资金的筹集和监管等方面进行了检视,并在实证研究的基础上,提出了构建中国社会保障体系的相关政策建议。This paper discuss the development of the Canada＇ s retirement income system which involved ~th the basic ideas, the principles, the Government＇ s role and the responsibilities of raising funds and other aspects to promote the process of urbanization in the urban and rural social endowment insurance. With the empirical research, this paper also tried to reconstruct the policy the preliminary conclusions of the social security system in China.
