摘 要:基于金华、义乌30年来经济成长的绩效定量比较,通过对金华和义乌关系的考察,主要分析了义乌市管县和省管县的体制选择及金华是否应对义乌进行行政兼并两方面问题。研究发现:①义乌的发展是权力不断供给、经济基础与上层建筑(行政区划体制)互相作用的过程,财政"省管县"体制以及强县扩权等体制改革为义乌崛起提供了强劲的外部动力;②省管县体制将是未来义乌继续深化行政体制改革的方向,而金华兼并义乌不可取;③提高政府自主性,提高行政效率是行政体制改革的核心。对一般性的中等乃至更小规模的城市而言,激活其自主性和创造性才是关键。一般情况下,应选择保持相对独立的行政区划体制,并赋予各县级政区明确的职权和财权,"省县直辖"的体制将是今后中国一般性地区所应采取的行政区划体制。This article carried analysis based on Yiwu and Jinhua economic performance during last thirty years,mainly through examination of the relationship between Jinhua and Yiwu,following two main issues,namely,which is better for Yiwu,"City Governs County" or "Province Governing" and should Jinhua administrative merge Yiwu.The study found:①Yiwu's development can be regarded as the process of power's continuous supply and interaction between economic base and superstructure(Administrative Division).The financial "Province Governing" system and strengthening of county authority provide a strong external force to Yiwu's development;②"Province Governing" will be direction of administrative reform of Yiwu,while,Jinhua shouldn't merge Yiwu;③Improving governmental autonomy and administrative efficiency is the core during the administrative reform.It is the key that motivating their autonomy and creativity for the general middle-sized or even smaller cities.Under normal circumstances,they should be maintained a relatively independent administrative division structure,and given the clear power and property rights,"Province Governing" system will be the general regional system of administrative divisions in China in future.
