摘　　要：自2003年振兴东北老工业基地以来,哈尔滨正在致力加速振兴步伐和现代化进程中,在取得很大进步的同时也面临了环境问题,在哈尔滨发展过程中要遵循经济发展与环境保护相统一的原则,走可持续发展的道路",低碳经济"成为哈尔滨经济发展的趋势和必由之路,要把哈尔滨的经济发展模式逐渐向"高能效,低能耗,低碳排放"的模式发展,通过指出哈尔滨经济发展面临的状况和问题提出发展低碳经济的对策。Since the revitalization of old industrial bases in Northeast China in 2003,Harbin is committed to accelerating the pace of revitalization and modernization process,which has made great progress at the same time facing the environmental problems,in the development process,we should follow the economic development and environmental protection principle of integrating sustainable development path,＂low-carbon economy＂has become the trend of economic development,and Harbin and should gradually change the model into ＂energy-efficient,low energy consumption and carbon emissions,＂by pointing out the situation and problems faced with Harbin＇s economic development,the paper proposes measures to develop low-carbon economy.
