摘　　要：以邯郸市东风湖泉域为例,研究了"取水总量、耗水总量与关键地下水位"三重控制管理模式及控制目标值,构建了不同的规划期、水源和不同行业的用水总量宏观、微观及关键地下水位3个控制指标体系,为水资源的可持续利用、泉群喷涌和实施最严格的用水总量管理制度提供了科学依据。Taking the Dongfeng Lake Basin in Handan City for an example,the paper studies triple-control management scheme and target value,which includes total water quantity,total water consumption and critical groundwater level.And the control index system about water quantity macro-control,micro-control indexes and critical groundwater level of different planning period,water sources and different trades is established.Thus,it provides the scientific basis for sustainable use of water resources,spring group spewing and stringent implementation of water quantity management system.
