双重价值导向的政府科技投入绩效评价

摘　　要：针对学术界以政府科技投入私人价值实现研究为主的现状,对三维价值实现模型进行改进,建立政府科技投入双重价值实现模型,并提出具体可操作的评价指标体系;针对政府科技投入绩效难以直接评价的问题,引入相关性分析对评价结果进行可信度检验。研究结果表明:政府科技投入的公共价值溢出高于私人价值溢出,政府对非排它性和非竞争性的纯公共物品支持回报最高,对科技成果转化的作用也比较显著。According to the status that the main research circles studies on the realization of private value through ST investment of government,this paper adjust the three-dimensional implementation model,propose dual value implementation model through government ST investment,and present specific and empirical evaluation index system.Considering the problem of the difficulties that evaluate government ST investment,this paper introduces correlation analysis to examine the evaluation result.The results indicates that：the public value spillover of government ST investment is higher than the private＇s;the government expects pure public goods of non-exclusive and non-competitive too much;government plays a positive role in the transformation of scientific and technological achievements.
