摘　　要："普什图尼斯坦"问题是历史与现实政治双重作用的产物。1893年英属印度与阿富汗签订的《杜兰协定》是"普什图尼斯坦"问题产生的历史根源。1947年印巴分治催生了"普什图尼斯坦"问题。在转变中的国际格局作用下,"普什图尼斯坦"问题逐渐走向复杂化,且成为一个地区性热点问题。它不仅对阿富汗与巴基斯坦两国关系、阿富汗重建及美国对阿富汗战略产生了重要影响,而且成为影响地区、甚至是世界安全与稳定的重要因素。The issue of Pushtunistan is the dual product of history and political realities.The 'Durand Agreement',signed by British and India in 1893,is the historical roots of 'Pushtunistan problem'.The India-Pakistan partition in 1947 gave birth to the 'Pushtunistan problem'.With the change of international situation,'Pushtunistan problem' became more and more complex,and now it has become a regional hot spot issue.'Pushtunistan problem' now has important impact,not only on Afghanistan-Pakistan bilateral relations,the reconstruction of Afghanistan,and U.S.strategy in Afghanistan,but also on world security and regional stability.
