摘　　要：对中国和美国国家创新体系运行进行系统分析,绘制以专利申请数量为起点和终点的国家创新体系因果关系图,建立国家创新体系系统动力学模型,运用中国和美国的数据进行系统仿真,揭示了资金、人才等要素在创新体系中的作用以及对科技产出变动趋势的影响。This paper analyses framework of Chinese and American National Innovation System systemically,draws a causal relationship diagram of National Innovation System making Plant Patent Applications as Starting and ending and builds the system dynamics（SD） model of National Innovation System.The study utilizes Chinese and American data to make system simulation,and reveals the function of capital talented person in the innovation system and the effect on Movements of scientific and technological outputs.
