整合性技术评价及其对我国企业R&D管理的启示

摘　　要：整合性技术评价(ITA)是一种将R&D管理与技术评价相互融合的研究实践过程,强调研发人员研发的同时进行技术评价,从而规避技术的社会性风险。阐述了ITA的实施条件与动机,分析了R&D管理与技术评价的融合机理。ITA对R&D管理的启示:一是将培育研发人员的社会责任感作为R&D管理理念;二是将ITA视为研发过程管理的手段,打破"黑箱"操作;三是以共识做基础、能力做保证成功实施ITA。Integrated technology assessment （ITA） is a research practice in which R＆D management is integrated with technology assessment （TA） practices. It emphasizes that scientists themselves are engaged in doing TA while working in their laboratories and offices so as to avoid negative social impact of technological and scientific developments. In this paper, the motives and conditions of implementing an ITA was elaborated, and the mechanism of integrated R＆D with TA was analyzed. The enlightenment of ITA to R＆D management lies in the following three aspects： the first, cultivating social responsibility of researches is seen as the philosophy of R＆D management. The second, ITA could be used as an instrument of R＆D process management to break ＂black case work＂. The third, ITA should be successfully implemented under the conditions of awareness and capability.
