摘　　要：目前产业发展战略的制定存在着没有考虑飞速变化的环境特点及应用性差的问题。以R&D产业为例,提出了基于情景分析与技术路线图方法的战略制定框架,即采用情景规划方法研究战略目标,采用技术路线图方法确定战略任务、战略步骤和战略举措。There still existing some problems in setting strategy of industry without fully considering environment uncertainties and various exogenous changes Basing on scenario analysis and technology roadmap, proposes a framework to set up development strategy taking R＆D industry for instance, which sets this paper thus strategic objectives by using scenario analysis and strategic mission, strategic steps and strategic initiatives by using technology roadmap
