摘　　要：在分析面上项目管理内涵的基础上,结合面上项目管理的实际现状,提出了面上项目管理分析框架,选取2002~2008年以来NSFC某科学部面上项目作为分析对象,通过分析该科学部已有管理相关的定性资料,结合面向该科学部面上项目负责人发放调查问卷获取的数据信息,从政策制度、管理模式和管理过程三个方面评估其管理绩效状况以及存在的问题,以为后续NSFC面上项目管理绩效改进提供参考。Based on the connotation of general program management,the analyzing framework of general program management is proposed with the status of general program management.Through analyzing the qualitative data of general programs of a Department of Sciences as samples from 2002 to 2008,combined with the relevant survey information from the general program leaders answering questionnaires,the status of management performance and problems are analyzed from the three aspects of policies procedures,management model and management process.It proposes the relevant recommendations for improving the management performance of general program.
