摘　　要：气候变化和城市化是使得人类更易受灾害影响的两个主要因素。这两个因素在城市群相互叠加,而且城市群作为城市分布的密集区,人口、产业、基础设施等高度集中,因此,城市群成为易遭受气候变化引起的灾害侵袭并造成重大损失的高风险区。中西部地区五大城市群是所在区域经济社会发展的重要引擎,但也是气候变化影响的脆弱敏感地区。随着城市化进程的加快和气候变化的影响,淡水短缺、环境污染、生态退化等问题将日趋显现,洪水、干旱等灾害频次和强度增加,易对城市交通、供电、给水等城市生命支撑系统产生重大影响,城市群面临的环境和灾害问题更复杂,风险和威胁增多。因此,建议国家相关部门从国家安全的战略高度,充分认识到城市群应对气候变化影响的迫切性,加快气候变化对城市群影响的研究,尽快提出应对策略,并将气候变化的影响和适应对策纳入城市区域的各种社会经济发展规划。The climate change and urbanization are two main reasons making human beings more vulnerable to disasters,which is superimposed with each other in urban agglomeration.Furthermore,the city,population,industry and infrastructure are highly centralized in urban agglomeration,thus urban agglomeration become a high-risk area being very vulnerable to disasters and suffering easily great loss caused by climate change.Five urban agglomerations in central and western region of China are important regional engine for economic and social development,but they are also vulnerable and sensitive to impact from climate change.With the acceleration of urbanization and climate change impacts,freshwater shortages,environmental pollution,ecological degradation and other problem will become increasingly apparent,moreover the frequency and intensity of floods,droughts and other disasters will increase,which have great impact on urban transport,electricity,water supply and other city supporting systems,and therefore urban agglomerations will be confronted with more risks and threats.For the reason mentioned above,national relevant departments,from the perspective of national security strategy,should fully realize to the urgency of coping with the impacts of climate change on urban agglomeration,to promote the study of the impact of climate change on urban agglomeration,to put forward coping strategies as soon as possible,and to bring the impacts and adaptation measures into various socio-economic development plans of urban areas.
