摘　　要：通过建立在数据包络分析(DEA)框架下联盟博弈模型,从多属性决策的角度,提出了一种决策属性权重受限的Shapley值的方法,对大用户转运费用固定成本进行分摊。这种方法在修正的邮票法的基础上,得到各用户的综合分摊值。算例表明,这种方法更加公平合理。With the view of point of multiple-criteria decision making,this paper builds a model of cooperative game within the framework in data envelop analysis（DEA）,and suggests a method of Shapley value with the variable weight of decision criteria to solve the allocation of the fixed cost of wheeling rates.The comprehensive allocation of wheeling rates is base on the modified postage stamp method.The results show that the proposed method is relatively reasonable and fair.
