摘  要:我国是世界第二大禽肉生产国,由于地缘与区域市场优势,日本成为我国禽肉出口的重要市场。然而近年来中日禽肉贸易时有摩擦,波动频繁,出口减少。宏观上分析主要是因为国际贸易大环境的变化;客观上分析主要是由于日本国内市场准入制度等一系列限制性措施与我国目前禽肉的生产标准或流程难以有效衔接,例如像"肯定列表制度"、卫生与动植物检疫(SPS)等贸易壁垒措施;主观上分析我国禽肉从生产、产品质量控制、市场监管、流通等方面仍然存在诸多方面的"内功"不足问题。因此,我国在短期应以增加熟肉出口为主攻方向;长期则应不断地在提高产品质量、实行与国际接轨的标准化生产等方面下大气力;建立"生产-加工-出口"一体化的生产技术体系、产品质量控制体系和行业监管法规及其执行体系。China is the second largest poultry producing country in the world and Japan is a vital market for China to export poultry products due to geographic convenience and local market priority.However,the friction between the two countries leads to frequent fluctuation and reduction of export.The main reason from macro-analysis is the variability of international trade environment;while from the objective analysis it is that a serial of restraint measures of entering Japan market can not link up with standard that Chinese poultry producing is carrying out now,such as Sanitary and Phyto-sanitary Agreement(SPS) and Positive List System.The subjective reason is the quality of poultry products from China still has great problems in terms of production,quality control,market management,circulation and etc.The short-term measure is to readjust structure of products and to increase export of edible offal.Improving product quality and linking up with international standard are long-term methods.Finally,monitoring and implementation system should be built for "production-processing-export" technology and quality control.
