摘　　要：国土资源法律评价是基于法律评价的基本原理,结合系统科学等现代科学技术手段、方法,对国土资源法律及其体系进行的法律规范评价和法律价值评价。结合中国实际,对国土资源法律评价系统的构成——国土资源法律评价的主体、客体及其内容,国土资源评价的指标体系,国土资源评价的方法,国土资源法律评价的程序设置进行了探讨。Evaluation of land and resources law is an engineering project to evaluate land and resources law and its legal system,on the basis of the basic principles of law assessment and in combination with the methods of management science,including regulation evaluation of land and resources law and the legal value of land and resources law.Evaluating land and resources law scientifically and comprehensively is not only the practical requirement to further promote the rule of law and improve the level of land and resources management,but also the internal requirement to overcome the defects and shortcomings of legal system.Therefore,the systematic evaluation of land and resources law is imperative.This paper discusses the object,technology infrastructure and policy environment of evaluation of land and resources law,and presents initial ideas from five aspects： evaluation subjects,evaluation objects,evaluation indexes,evaluation methods and the implementation of the evaluation of land and resources law.
