资源型城市低碳转型的战略框架与路径选择——以白银市为例

摘　　要：低碳城市是低碳经济背景下资源型城市科学转型的必然趋向。文章以白银市为视角,对城市低碳转型的背景问题进行了分析,在此基础上,提出了资源型城市低碳转型的"一、三、五"战略框架,进而对城市低碳转型给出了"区域联动、借岸发展"、"目标聚集、以大引小"、"融合集聚、创新手段"、"双轮驱动、多点支撑"、"优势立足、分层集聚"等六条战略路径建议。Low carbon city is an inevitable tendency for scientific transformation of resources city under the background of low carbon economy. From the perspective of Baiyin＇s development, this paper analyzes existing problems of low carbon transformation and puts forward ＂one-three-five＂ strategic framework to promote cities＂ low carbon transformation. Finally, it gives some strategic advice such as ＂regional cooperation, development by land＂, ＂target focus, the big leading＂, ＂integration, innovation＂,＂double driver, multi-point supporting＂, ＂advantage basis, stratification
