摘　　要：首先分析了作战效能的概念,给出了编队对地攻击作战效能的定义。然后针对编队对地攻击作战的特点,指出了编队作战效能评估指标选取应遵循的原则。并对当前编队作战效能评估指标体系进行了深入分析,指出其存在的不足,提出了编队对地攻击时间效能指标的概念。最后,建立了编队对地攻击总体作战效能的层次指标体系模型并对时效性指标进行了深入分析。Firstly the concept of operational effectiveness is analyzed and the definition of the formation attacking ground targets effectiveness is presented.Then in allusion to the characteristics of formation attacking ground targets the measurement choosing rules of operational effectiveness evaluation is proposed.And the current measurement system of operational effectiveness evaluation is analyzed and the disadvantages that exist in it is pointed out and then the concept of time effectiveness measurement is introduced.Lastly,the hierarchy model of the total measurement used to evaluate the formation attacking ground targets effectiveness is constructed and the time effectiveness measurement is analyzed deeply.
