摘　　要：通过对科研能力评价指标体系构成相关研究的分类回顾与梳理,提出了评价指标设计原则,逐步搭建了一套包含三个层面的科研能力评价指标框架。通过专家访谈和问卷调查的方式,对初步建立的评价指标框架进行修正。运用层次分析法、专家咨询法得出各指标的权重。为了保证指标评分的准确性,对各指标项下的不同等级选项进行了归一化处理,最终完成科研能力评价模型的构建。This paper previewed the related research of the evaluation indicators of research capability.Then it put forward the designing principles of evaluation indicators and gradually built a set that contains three levels of research capability evaluation indicator framework.It amended the initial establishment of the research capability evaluation indicator framework through expert interviews and a questionnaire survey approach.Though AHP,expert advice method,the paper gets the weight of each indicator.In order to ensure the accuracy of indicator scores,the paper normalized the various indicators at different level options.And the paper built the research capability evaluation model finally.
