摘　　要：中国地方政府的绩效评估正在从传统的"上级评价下级"的内部评估模式逐步向由多元主体参与的外部评估模式转变,坚持"公民导向"成为政府绩效评估实践的重要发展趋势。公民作为政府所进行的公共管理和公共服务的最终接受者,对政府的实际绩效最有资格进行判断,公民参与绩效评估的广度与深度会直接影响最终评估结果的信度与效度。但公民参与中国地方政府绩效评估却依然面临诸多的障碍与"瓶颈"。从公民角色与责任视角入手,结合中国地方政府绩效评估的实践模式,探讨了公民参与政府绩效评估中遇到的突出障碍及其基本特征,以及构建政府绩效评估中公民参与的有效机制和途径。Governmental performance evaluation has played an important role in promoting government performance and strengthening governmental administration and public accountability.Therefore,this management tool has drawn a great attention of Chinese local governments and been used in their administration.In Chinese context,governmental evaluation has evolved from the traditional＂top-down＂internal evaluation model to external evaluation model which is conducted by multiple governing bodies.Citizen-orientation as the core value of this new evaluation model has brought about a new trend.Local government that serves citizens enables them to feel the quality of public services directly.Thus,the citizens have the right to evaluate the government performance.The scale and depth of civic engagement in local government performance evaluation will definitely influence the reliability and feasibility of the government.The Chinese practice during the past few years clearly reveals rapid progress in civic engagement in government performance evaluation.Nevertheless,there still exist many obstacles in government performance.It will be helpful to define these obstacles and make a rational analysis of the citizen＇s role.Furthermore,it is also useful to establish appropriate institutions for citizens to further their involvement in governmental performance evaluation. This paper aims to analyze the obstacles of civic engagement in Chinese local governmental performance evaluation in the perspective of civic accountability.By taking the practical models of government performance evaluation in China,it tends to explore possible ways to solve the problems and to overcome obstacles of civic engagement.
