土地隐形流转、福利损失与市场模式选择——一个不对称信息框架下的博弈分析

摘　　要：通过构建不对称信息动态博弈模型,分析政府和农民的战略选择。认为在单阶博弈中,在政府惩罚力度不足或者惩罚措施难以执行的情况下,农民的最优选择是进入隐形土地市场;在多阶博弈中,如果农民进入隐形市场对政府利益影响较小,采取(进入隐形土地市场,不采取惩罚措施)将是多阶博弈的均衡解;如果农民采取进入隐形土地市场的行动对政府利益的影响较大,采取(不进入隐形市场,不采取惩罚措施)将是多阶博弈均衡解;如果存在沉淀成本,双方采取(进入城乡一体化市场,不采取惩罚措施)将是多阶博弈均衡解。该研究结果的政策含义是,构建城乡一体化土地市场是改进社会福利水平的最优选择,应当加强相关制度研究,尽快实现城乡建设用地市场由分割向一体化转变,构建规范化的城乡建设用地市场体系。Based on an proposed asymmetry information dynamic game model,this paper analyzes the strategic choices made by government and farmers. In a single stage game,as long as the punishing dynamics of government is deficient or it is difficult to carry out punitive measures,entering invisible land market is an optimal choice of farmers. In multistage game,if the farmer chooses ＂entering invisible land market＂ and government chooses ＂not adopting punitive measures＂,equilibrium will be reached when the action of peasant will have little effect on government＇s benefits,and if the farmer chooses ＂not entering invisible land market＂ and government chooses ＂not adopting punitive measures＂,equilibrium will be reached when the action of farmer will have large effect on government＇s benefits. If the farmer chooses ＂entering integrated land market＂ and government chooses ＂not adopting punitive measures＂,equilibrium will be reached under increasing the sunk costs. The policy meaning of the study result is that building urban and rural integrated land market is an optimal choice of improving the social welfare. We should reinforce the study of related system to realize the construction from segmentation market to integration market and building standardize market system of urban and rural construction land.
