摘　　要："河南公安精神"在2004年以来河南公安实践的基础上产生,但它在理论上绝对不是无本之木、无源之水。从宏观上看,"河南公安精神"带有人类历史上所有精神成果的特点;从中观上看,中华民族精神为"河南公安精神"提供丰富的营养;从微观上看,新时期人民警察精神和河南人的"三平精神"是"河南公安精神"直接的理论来源。＂ Henan Police Spirit＂ which based on practice since 2004. But it is absolutely not like water without a source, a tree without roots. From macro view, it includes all the characteristics of the spirit results in human history. From Medium view, national culture provides rich nutrition. From tiny view, the spirit of people＇s police during new period and ＂the Spirit of Sanping＂ of Henan people is the theoretical source.
