摘　　要：随着现代行政的发展,其他行政规范性文件在我国行政管理中起着非常重要的作用,是行政法律法规的重要补充。但是其他行政规范性文件也存在许多不容忽视的问题,加之其可能影响不特定多数人的权益,如不进行有效的控制和规范,将导致具体行政行为不合法等负面影响,不利于行政法治的实现。With the development of modern administration, administrative regulative documents, as significant complement of administrative laws, play an important role in administrative management in China. There are still lots of problems that can not be ignored and may affect the rights of non - specific people. Without effective control and regulation, it will lead specific administrative actions illegal, and be unfavorable to rule of law.
