摘　　要：首先介绍了CIGRE SC B5保护和自动化专业委员会的研究领域、代表、工作组活动、年度会议安排等情况。2010年CIGRE巴黎会议上,B5学术研讨会的主题有2个:未来10年保护、控制和监测技术的发展;可再生能源发电及热电联产对变电站保护和控制装置的影响。B5还和D2(信息系统和通信专业委员会)联合组织了主题为"IEC 61850在电力系统中的实际应用"的研讨会。IEC 61850标准的制定、修订及其实施仍是保护与自动化未来一段时间的热门话题,可再生能源发电、分布式发电给传统的继电保护和控制系统带来了挑战。中国在数字化变电站建设,特别是IEC61850的应用方面已经走在世界的前列。随着IEC 61850 Ed 2.0的发布,在站间通信方面,业界开始考虑将其应用于输电线路纵联保护;而在变电站内部,电子式互感器、合并单元、网络架构的冗余配置开始规范化。保护和控制功能的灵活配置,促进了专业融合和二次功能集成。继电保护产品升级频繁,对其硬件版本、软件版本、配置和参数版本、相应的工具软件版本的管理显得尤为重要。IEC 61850的顺利实施有赖于完备的配置工具软件。The study scope,members,working groups and annual meeting arrangement of CIGRE SC B5—Protection and Automation are introduced first.On CIGRE session 2010,preferential subjects for B5 session are: protection,control and monitoring for the next decade;impact of renewable generation and cogeneration on substation.In addition,there is one joint session between B5 and D2(Information Systems and Telecommunication)—practical implementation of IEC 61850 in electric power systems.The IEC 61850 standards and their application will still be a hot topic in protection and automation area.Renewable generation and dispersed generation bring about challenges to traditional protection and control system.China has been in the forefront of the world in the construction of digital substation,especially the application of IEC 61850.With the publish of IEC 61850 Ed 2.0,the application of station-station communication for transmission line pilot protection is under consideration;while within one substation,electronic instrument transformer,merging unit,and redundant communication architecture are going to be standardized.The feasible allocation of protection and control functions promote the integration among different secondary domains and functions.It is more important today to manage the version of hardware,firmware,configuration and parameters,associated tools of protective relays because of frequent upgrade.Successful application of IEC 61850 rests on perfect configuration tools.
