战略性新兴产业集群与第三类金融中心的协同演进机理

摘　　要：战略性新兴产业集群和专业类金融中心建设是中国"十二五"期间发展先进制造业和现代服务业的重要突破口。国内外经验表明,由于产业互补和利益协同,战略性新兴产业集群与第三类金融中心经历了低级协调共生、协调发展、极限发展和高级协调共生四个阶段的协同演进过程。从长期看,双群协同演进是一种自发性的创新生态联动的结果,促进双群协同演进的重要机制有双群之间的交叉投资和近距离投资机制,产业链完善和产品创新对接机制,创新扩散、激励与分享机制等。从短期看,地方政府在双群协同发展初期也应起到协调各方利益推进双群联动的引导作用。当前,政府应坚持战略性新兴产业集群与第三类金融中心"双轮驱动"的战略思想,以共享利益为着力点,着重打造区域创新平台、项目对接平台、新兴产业与创业金融加速平台。The co-evolution between strategic new industry clusters and the third category financial center would go through four phases： rudimentary symbiotic phase, harmonious developmental phase, utmost increasing phase and spiral type rising phase. The co-evolution process is the fruit of spontaneous innovation coordination which is promoted by the industry complementary advantages and shared interests. Therefore, to build interest synergies and promote local embeddess is very important to co-evolution. This paper considers the cross-investment and close-investment mechanism between groups, industrial chain perfection and production innovation joint mechanism, innovation diffusion, encouraging and sharing mechanism etc. as important mechanism for interest coordination between the two clusters. Currently, local government should take appropriate industrial policy and fiscal policy to promote the co-evolution between the two clusters.
