摘　　要：发展循环经济，建设节能环保型钢铁企业，应从污染预防、过程控制、末端治理、废物的资源化利用等全过程控制污染物产生和排放。包括采用大型设备，先进紧凑的生产工艺和技术以及清洁的原燃料和能源，减少污染物的产生量，从源头预防污染；在企业内部通过促进清洁生产，推进生态设计，合理利用资源和能源，实行工业污染全过程控制；通过采用先进的环境保护技术措施，实现污染物排放量的最小化；大力推进资源节约，实现钢铁企业固体废物资源化和高价值综合利用。Building up energy-saving environmentally friendly iron ＆ steel producers by developing cyclical economy must be carried out throughout the entire processes including pollution prevention, process control, final-point control, reutilizing of waste as resource, etc. to control generation and discharges of pollutants. The effective measures which can be taken include use of large-sized equipment, state-of-the-art and compact processes and technologies, and clean raw materials and fuels, energy to reduce the discharges of pollutants thus preventing pollution out of the sources; to promote clean production internally in the enterprise to carry out ecological designing, rationally utilize resources and energy, so as to realize through industrial pollution control; to adopt state-of-the-art environmental protection technologies and measures to minimize the discharge of pollutants; to implement resource saving to enable the steel industry to achieve value-added and comprehensive use of solid wastes as a resource within a steelworks.
