摘　　要：对辽河流域洪水特征及历史洪灾进行分析,提出6点提高防洪能力的措施,即重点河段清淤、完善防洪工程、提高防洪标准、加强水土保持建设、加强防洪非工程体系建设、加强流域管理,为提高辽河流域防洪能力提供参考。This article makes research on the characteristics of the previous floods along liao River and puts forward six proposals to prevent such floods,namely,desilting at major stretches of Liao River,improving flood control projects,upgrading flood control standards,strengthening water and soil conservation structures,enhancing flood control non-project system,and improving management of Liao River so as to provide reference for the improvement of flood control capacity along Liao river.
