摘　　要："以德治警"作为"以德治国"这一重要治国方略在队伍建设中的具体要求和体现,已经践行近十年。我国正处于社会转型期,社会呈现出多元化、市场化趋势,公安队伍中也出现了诸多与"以德治警"相背离的现象。文章从"以德治警"是构建和谐警民关系的客观需要和必然选择,是提高公安机关执法公信力的前提基础和重要保障两方面,更深层次地探讨了"以德治警"的实质和内涵,阐述了"以德治警"对公安队伍建设的重要现实意义。Ruling the country by virtue is one of the important strategies of administering a country. Ruling the police by virtue has been taken into practice for ten years since it is the specific requirement and embodiment of the general plan of managing state affairs in the public security department. Our society is experiencing the tendency of diversification and marketization in social change phase. There are many phenomenons which deviate from ruling the police by virtue in the public security troops. This paper discusses the essence,connotation and the practical significance in construction of public security troops of ruling the police by virtue from two aspects. The first one is that ruling the police by virtue is the objective requirement and inevitable choice on constructing harmonious police—people relations. The other one is that ruling the police by virtue is the foundation and important guarantee of improving police public credibility of law enforcement.
