湖北省民间组织参与艾滋病防治活动管理策略的探讨

摘　　要：目的探讨湖北省民间组织(NGO)参与艾滋病防治活动的管理策略。方法制定NGO管理策略,在全省参与第六轮中国全球基金艾滋病项目(GF6)湖北项目活动的21个NGO中运行实践,同时深入访谈相关NGO负责人及项目执行人,收集实践后相关信息研究。结果 2008年NGO项目中标13个,占申报数52%(13/25),未达到GF6要求(≥70%)的比例;2009年占82.4%(14/17),大于GF6比例要求;实践后问卷调查及考核评估,NGO在参与艾滋病防治活动管理和执行能力等方面均有明显的提升,项目活动产出取得了较好的成效。结论加强NGO在项目申报、实施、总结不同执行阶段的管理,注重NGO的培育发展、组织管理与监督管理,可作为当前NGO参与艾滋病防治项目活动的较佳管理策略。Objective To explore the management strategies of the civil society organizations（NGO）participating in AIDS prevention and control activities in Hubei Province.Methods To plan the NGO management strategy,and participate in the sixth round of China Global Fund AIDS Program（GF6）,21 Hubei NGO project activities were put into practice.Meanwhile,information on the practice of research and in-depth interviews with relevant NGO leader and project executor were collected.Results 13 NGO projects won the tender,accounting for 52%（13/25）,failed to meet the GF6 requirements（≥70%）in 2008.While it was 82.4%（14/17）,higher than the GF6 proportion in 2009.The questionnaire survey and the inspection appraisal showed that the ability of management and implementation of the NGO were effective and had improvement in participating in AIDS prevention.Conclusions The declaration,implementation and summary of the management in different stages should be promoted.Priority should be put on the development,organization and supervision of the NGO,the above mentioned may be the effective managerial strategy in participating the prevention of AIDS.
